Article 1 This outline shall stipulate necessary matters regarding the use of the Internet in Narashino City elementary, junior high and high schools (hereinafter referred to as "city schools").

Article 2 The operation of the Internet shall be carried out via the center server (installed in JCN Funabashi Narashino) under the jurisdiction of the Narashino City Board of Education.

Article 3 The Internet shall be operated 24 hours a day using CATV lines.
(For users)
Article 4 The targets of use of the Internet are as follows.
(1) Municipal schools and related educational institutions (hereinafter referred to as "educational institutions")
(2) Educational institution staff
(3) Children enrolled in a municipal school
(4) Others who have been approved by the Board of Education
(Purpose)
Article 5 The school's Internet facilities shall be utilized for the purpose of improving and enhancing the quality of the educational environment, and shall be operated for the purpose of enhancing information education and fostering the information utilization ability of children and students.

Article 6 In using the equipment, in order to achieve the purpose of Article 5, while actively utilizing the equipment, let the children and students understand the information ethics and appropriate judgment of information, the characteristics of the Internet, and the persons concerned. We shall endeavor to protect personal information.
(Usage form)
Article 7 The main usage patterns of the Internet shall be specified in the following items.
(1) Transmission and reception of information

(3) Exchange and information exchange

(Operation management)
Article 8 The school principal (administrator) shall be responsible for the proper use and operation of the Internet at the school.
2. The school principal shall appoint an Internet operation manager (hereinafter referred to as "operation manager") when using the Internet.
The operation manager will perform the following tasks.

(2) Collective management of data related to information transmission and its media
(3) Maintenance and management of Internet-related equipment and facilities
(4) Disposal and deletion of unnecessary personal information
(5) Management of operation record book
(6) Appropriate management and processing of received e-mail
(7) Other work that the administrator deems necessary

Article 9 Devices connected to the Internet shall be specified in the following items.
(1) Equipment that connects to the Internet shall be equipment approved by the school director.
(2) Devices connected to the Internet shall be used for public use and shall not store any other information.
(3) Anti-virus software will be installed on devices that connect to the Internet and devices that use information collected on the Internet, and efforts will be made to carry out virus inspections.
(4) When making children use the Internet, care must be taken to prevent children from inadvertently touching information that may hinder the sound development of children.

Article 10 The school principal shall determine the matters to be observed regarding the use of the Internet in the school (hereinafter referred to as "guidelines") and report to the Board of Education.

Article 11 When opening the homepage, the following items shall be stipulated.

The homepage can be set up for the following purposes.

(2) When using a photo, it can be sent if it has educational significance. In that case, take care so that the individual cannot be identified, such as by making a group photo.
(3) In addition, personal information such as address, telephone number, date of birth, hobbies, etc. shall not be transmitted. However, in the e-mail that identifies the other party, the address, telephone number, date of birth, hobbies, etc. can be sent as necessary.
(Permission to provide information)
Article 13 When handling various information on the Internet, the following items shall be taken into consideration.
(1) When providing personal information about a child or student on the Internet, request the child or guardian to provide it in Attachment Form 1 and obtain consent to provide it in Attachment Form 2.
(2) Obtain a written permission to provide personal information to graduates, PTAs, school staff, etc.
(3) In principle, the provision period should not exceed 3 months when consenting to the provision of information.
(4) Whenever the information provided is changed, the consent of the person and the guardian shall be obtained.
(5) When linking to the homepage of another user, obtain the permission of the link destination after obtaining the permission of the school director.
(6) Obtain the permission of the school director when permitting links from other users' homepages.

Article 14 When a homepage is set up on the Internet, necessary matters such as prohibition of unauthorized reproduction, restrictions, copyright, etc. must be clearly stated on the homepage.

Article 15 When using the Internet, we shall endeavor to receive and send information in good faith based on the mutual trust of users, and shall not engage in any of the following acts.

Article 17 When using the Internet for children and students, when the children and students send out information, they should be careful not to lure or injure others, and to consider the author, portrait rights, and intellectual property rights. Sufficiently instruct the basic morals and manners of using the network, such as the danger of posting personal information, and strive to ensure that children and students can correctly understand their awareness and responsibilities as information senders. In addition, if a child or student receives information that is offensive to the child or student, such as being slandered or slandered by another person by e-mail, etc., he / she will be instructed to promptly report and consult with the faculty and staff.
